Victor Gonzalez has worked for FAS since 1989. As the Agricultural Specialist, he prepares reports on agricultural commodities and the agricultural situation of Costa Rica in general. He is also responsible for trade policy issues including import regulations, sanitary and phytosanitary issues, and technical regulations. |
Illeana Ramirez

Ms. Ramirez has worked for FAS since 1993. As the FAS Agricultural Marketing Specialist she is responsible for promoting US exports through trade missions, food trade shows, and reverse buying missions. FAS San Jose also promotes the Cochran Program which provides training and exchange opportunities in areas of mutual interest for the US and Costa Rica.

Cynthia Smith-Palliser

Born in Lima, Peru and raised in Costa Rica, Cynthia Smith-Palliser has been working at FAS San José since 2000. As the Marketing Assistant, she is responsible for the full range of administrative tasks and projects that relate to the agricultural marketing programs, market intelligence functions, and commodity and market analysis conducted by the Office of the Agricultural Counselor (OAC) in the U.S. Embassy San José. Under the supervision of the Agricultural Counselor and as the direct assistant to the Agricultural Marketing Specialist, Cynthia provides budget support, assists in organizing and implementing marketing activities, and helps gather key information used in conducting market analysis and planning.

Rosie Murillo
Administrative Assistant

Rosie Murillo has worked with FAS as the Administrative Assistant for FAS San Jose since January 2002. Ms. Murillo serves as the bilingual Administrative Assistant to the Regional Agricultural Counselor (RAC) and Agricultural Attaché. She is responsible for administrative, budgeting, financial and property management duties as well as handling procurement in accordance with the FAS Overseas Administrative Handbook-1 and the Foreign Affairs Manual for the Regional Office of Agricultural Affairs covering Costa Rica, Nicaragua and Panama. Ms. Murillo also maintains the FAS LAN system. Provides support and coordinates regional tasks with Nicaragua and Panama Offices. Previously Ms. Murillo worked for Intel Corporation in Costa Rica for two years and for the U.S. Agency for International Development (USAID) Mission to Costa Rica for 18 yrs.

Ricardo Mora

Has been working for FAS since April 2010. He performs a combination of
agricultural clerical duties within the office and messenger functions
outside the office environment which requires basic knowledge of office
clerical practices, the city and surrounding areas and motor vehicle
operation.
